D2022-34 Regional Road 3 and Bowmanville Avenue Roundabout

The Regional Municipality of Durham has begun the reconstruction for a roundabout at the intersection Bowmanville Avenue (Regional Road 57) and Regional Road 3/ Concession Road 8. The work includes Bowmanville Avenue from 300 metres north to 270 metres south of Regional Road 3/ Concession Road 8 and on Regional Road 3/ Concession Road 8 from 300 metres west to 200 metres east of Bowmanville Avenue (Regional Road 57). Construction is expected to be completed late fall of 2023. 

Construction Staging: The existing temporary traffic signals were decommissioned at the beginning of construction and the intersection is operating in a temporary all-way stop control.

Stage 1 - Full Road Closure of Regional Road 3. Bowmanville Avenue will remain open to north/south traffic. Regional Road 3 will be re-opened to traffic prior to stage 2.
Stage 2 - Bowmanville Avenue north of Regional Road 3/ Concession Road 8 will be constructed utilizing lane shifts and construction of half the roadway at a time. Concession Road 8 will be closed to accommodate construction and will be re-opneed prior to stage 3.
Stage 3 - Full closure of Bowmanville Avenue south of Regional Road 3/ Concession Road 8. Continuous east, west and north traffic will remain open within the intersection.
Stage 4 - A full intersection closure is anticipated to construct the various central intersection islands and intersection paving works.
Stage 5 - The intersection will be opened as a roundabout. Remaining construction work will be completed utilizing lane restrictions and traffic control.

Prior advanced public notices will be provided for further information including detour routes, dates and timelines for the project stages. Lane restrictions and significant traffic delays are expected throughout the duration of construction. 

Design Phase Information: The Region of Durham, through a traffic study, determined that the existing intersection at Regional Road 3 and Bowmanville Avenue could be modified to a roundabout to improve the overall safety and operations at this intersection. The Region reached out to the public through a Public Information Centre (PIC) on October 2 to review the design and operation of the proposed roundabout.
