The Regional Municipality of Durham has begun construction of a new feedermain on Conlin Road West from Thickson Road North (Regional Road 26) to Stevenson Road North and on Garrard Side Road approximately 400 metres south of Conlin Road in the Town of Whitby and City of Oshawa. In co-ordination with the City of Oshawa, the work also includes road reconstruction, watermain, sanitary and storm sewer construction on Conlin Road from the west city limits to 250 metres west of Stevenson Road North in the City of Oshawa.

The work generally consists of a 600 millimetre and 900 millimetre diameter concrete pressure pipe (CPP) feedermain, proposed 150 millimetre and 300 millimetre diameter PVC watermain and proposed 300 millimetre diameter PVC sanitary sewer on Conlin Road/Conlin Road west from Thickson Road North (Regional Road 26) to Stevens Road North in the Town of Whitby and City of Oshawa.

Construction of a new 450 millimetre diameter concrete sanitary sewer and 300 millimetre diameter PVC watermain on Thornton Road North, north and south of Conlin Road West.

Construction of a 900 millimetre diameter CPP feedermain from Conlin Road to the Garrard Road Pumping Station along the access road (Garrard Side Road).

Construction of localized storm sewers, road reconstruction, a new multi-use trail, roadway illumination and landscaping along Conlin Road West within the City of Oshawa limits.
Full and partial closures on Conlin Road, Conlin Road West and Thornton Road North will be required for the full duration of the contract (open to local traffic only). Further advanced information and notices will be provided prior to the required closures.
December 2022 construction status update: Conlin Road/ Conlin Road West from Garrard Road to Stevenson Road North and the intersection of Thornton Road North and Conlin Road West is being temporarily restored and opened to traffic on December 22, 2022 for winter season. The roadways will be closed again early next year 2023 to complete the construction and permanent restoration work. Further advanced notice will be provided prior to future road closures.
The Region’s contractor anticipated completing the work by October 2023.
