In response to growing traffic volumes, The Regional Municipality of Durham has completed a Class Environmental Assessment (Class EA) study to examine the need for improvements, including widening, Victoria Street / Bloor Street (Regional Road 22), from east of Thickson Road (Regional Road 26) to west of Stevenson Road (Regional Road 53), in the Town of Whitby and the City of Oshawa.
Metrolinx, in partnership with the Region of Durham, completed interim road widening of Bloor/Victoria Street from approximately 600 m west of Thornton Road South to approximately 390 m east of Thornton Road South in the Fall of 2017. This work added an additional eastbound lane as well turning lanes.
The design of the ultimate widening, including a large diameter watermain, from east of Thickson Road to west of Stevenson Road is currently on-going.
Key features of the proposed design are:

Widening to four (4) through lanes and a centre left-turn lane;

Rehabilitation of the existing road;

Multi-use pathway along the southside of the corridor from east of Thickson Road to Thornton Road South;

Concrete sidewalk along the southside of corridor from Thornton Road South to the eastern study limit; and
-
A new 1200mm watermain from Thickson Road to Thornton Road, approximately 1.7 km.
